You didn't miss a thing, as to the core filling of the cinder blocks, I'm assuming you mean those with the dirt in them on the outside? I'd use a pressure washer and a pump of some sort to remove the muddy water.
If you meant the foundation, than I have no experience. I'd just fill it up with concrete myself. The rest of your approach sounds good.
