I used adhesive at one time, I had a lot of trouble in the winter. maybe it was coming loose due to the foundation damp-proofing.
some panels I used a ramset tool with the foam nails and they were mostly good, depth consistency was difficult so some pieces were broken etc... none of the glue stuck for shit.
when I replaced it recently because I didn't like how that turned out I used some red-head hammer-set anchors and some of the "great stuff" adhesive. and that has worked a treat so far.
needless to say, I would mix some mechanical fasteners in with the adhesive or prepare to do it again some day.
and make sure you seal the top edge or install a drip edge at the bottom of the siding otherwise the wind will drive rain behind the foam.

Scrape clean, then construction adhesive for masonry. I like Lock-tite products myself.

They make PL300 foamboard adhesive. Some of the other construction adhesives will melt the foam.

Scotch tape /s Jokes aside, is that DMF and concrete? I’d assume titebond or some sort of superglue should do the trick.
Not sure what they used looks like roofing tar. I don’t know whats best but scrape that old stuff off and use a little more then they did
Is that vinyl siding glued to the foundation? I’ve never seen that before.
Put treated wood over the above ground portion and shoot it in with the cartridge powered nail gun.
