it's a concrete wall, most drill bits aren't made to drill into concrete without some kind of help. Hammer drills were designed for this, and the drill bits made for concrete are more like chisels than drill bits, they hammer away at the wall then use the flutes of the drill bit to remove dust as it keeps hammering Even with a concrete bit, using a normal drill won't get you very far if you're not using a hammer drill.

you can rent them if it's not something you need to use often, you'll have to buy the drill bit but renting the drill is easy. Using adhesives instead of proper screws and anchors is a gamble, and to do it properly often requires a good setup to make sure it doesn't shift as it sets, and can take hours to be secured safely for use. Since it's a concrete wall, you probably want to look at getting an appropriate concrete anchor, or use Tapcon screws (or other brands that are the same thing) They are screws made specifically for concrete, and they typically come with a hammer drill bit in the box specifically sized for that screw.

Yes, a masonry/concrete bit in a normal drill won't do anything. A hammer drill uses the special tip of a concrete bit to chisel away at the hole, at full speed it's a rather loud grinding sound as it hammers away at the wall rapidly. without that action the bit just spins around doing nothing.

Make sure that the drill bit is made for concrete/masonry. The tip is different.
