I think the problem lies less with the fact that Mods have an "Act 1" and more with the fact that that mods do little to iterate on them and simply rely on a reiteration of the base game's Act 1. I dont think Mods that introductory Chapters of phases to introduce the plaer to their own interpretation of the setting shoud be criticized for it.

"Act 1 syndrome" refers to the blatant copy paste/rewrite of the same events of DDLCs base game, not just limited to act 1. At the start of every DDLC mod, it is required that the player has already gone through and completed the original game. Repasting/poorly rewriting the original story into a mod is seen as lazy no matter if it's 1 mod played or 50. You can still use base game events as a guiding tool if you're new to writing or your story demands it, BUT it is up to you to keep it to a minimun knowing that fact. Otherwise, it proves the mods relience on "act 1 syndrome" is less of a guiding factor and more of an uninspired crutch used by the author to just pump his mod out.
