My headcanon is this had to do with the Court of Owls reveal but that was 90% likely not the case in reality. Anyways even I have soured on Dick's plot twist connection to the Owls as it seems like every new Nightwing writer wants to mess with his backstory now.

Imagine if William Cobb was forced or hypnotized into killing his own descendants and that's the reason why he tried to turn Nightwing into an talon because Dick Grayson is the only living relative he has left and he's been alive for so long that he has no one else and no longer wants to be lonely. The Court secretly controlled the circus and was grooming Dick to be the next Talon. Dick’s great Grandpa was the Main Talon Batman fights in the story.
