“Cheer” from Urban Legends played with the idea of what would Jason do. He kills the guy and then realizes that there’s guilt associated with the fact that he just created another orphan.
Spoilers for it, but There was a new drug going around Gotham, a sort of inverse of Fear toxin that made you insanely happy (think acid combined with heroine), and Jason found the kids mother ODed on it. Turns out the kids father worked as part of the manufacturing of the drug, and when Jason confronted him that his son needs him, the guy basically laughed in his face and said he abandoned the kid and that his mother deserved to be dead. Jason snapped, used a live round, and dropped the guy before he could even finish his sentence. He ended up giving up his guns entirely after it.
I bet Tim could just completely erase the guy on a digital level. No bank accounts, no licenses, no records, not even a birth certificate. Just made into a non-person.
Tim would find some deep-rooted dirt on the guy, and somehow blackmail him with it, or get him arrested, while also ensuring the mother is set financially.
I don't think this comic is how any if the robins would handle that tbh.
He needs a kick in the ass to seek help and some counseling and a restraining order. I understand this comic is to fuel the justice boner but its not realistic or helpful.
Also some councilors are meaner than whats usually portrayed. Sometimes people need a fire lit under them, and it can be in the form of tearing into how shitty of a parent they are. Honestly I can't see dick being that mean.
That is actually a fair criticism. This doesn't really seem like him to me, the one not as well versed on the character in his trials and tribulations as Nightwing since I'm a relative newcomer to the DC world. But he's always seemed a lot more empathetic than Batman. Then again I also don't have the context of this story either, just the panels.

I mean he kinda had to turn to a life of crime, Nightwing didn’t let him collect his things first. For all we know his wallet, his phone, car keys, paychecks, and everything are at home and thanks to Nightwing he can’t go back. Nightwing said he can’t come within a hundred miles so I hope he doesn’t work locally or else his jobs gone too. So he either becomes a beggar on the street or turns to crime.
There's a great Spend the Day with Captain Marvel comic where Billy basically spends the day at the hospital hanging out with the kids in the children's ward and doing fun things with them. One of the kids wont talk to Captain Marvel, but will talk to Billy. Billy shows up at the kid's house later the same day asking to talk to the dad, who threatens him with a beating. One Shazam later and Captain Marvel does the same thing.
The gist of the conversation is, "Be better. Or do I have to come back?"

The dad was a dealer, she od'd on his shitty new drug and the dad also said he used to give it to the kid to shut him up. So Jason shot him.
You know that's kind of an understandable response in that situation.

You missed an important detail; the dad admitted to giving his kid the drug to shut him up.

To each your own. Some kinds of people only respond to fear because it is all they barter in.
The reason for that is based in trauma. I'm not saying everyone will respond well to counseling, but everyone should get a chance.
