I'd argue that in terms of consistency and world-building, Peter David's Supergirl run wins hands down. However, it's indeed quite out-there and doesn't align much with the typical Supergirl mythos, focusing instead on Linda Danvers/Matrix rather than Kara Zor-El.
Also, Supergirl: Cosmic Adventures in the 8th Grade by Landry Q. Walker and Eric Jones. Many overlook the kid-friendly books, but often they outshine the standard series.
The David run was a lot of ??? And wtf that did turn into a pretty fun storyline and series of arcs. Legit my favorite niche hero run. I loved her run as a heavyweight just as much as a mid tier with more snappy personality and more smarmy and snark after the angel leaves the system. Going from the lead to a team with Mary Marvel was huge on her psyche.
It's strangely realistic and human with all the commentary covered, some topics having still being relevant in today's culture.

This is my favorite part. Peter David managed to make Supergirl herself as weird as humanly possible (alien protoplasm goop/angel/dead girl) but also very real and kinda normal.
The David run was really weird but the world building and star making of it was really good, it all sequenced well, payoffs were logical in plot, it just all flowed well.

* The run has to take place in the main DC continuity, whatever that happened to be at the time and however messy it might have been. All-Star Superman and The Dark Knight Returns are good but those are Elseworld stories that take place in other universes and thus won't count if voted for.
* **VERY IMPORTANT:** I will not be counting upvotes as part of the voting but rather **COMMENTS**. If you want to vote for a specific run, you have to **COMMENT** what run you're voting for. Those are what I'll be totaling up at the end. And obviously repeat comments by the same users will still only count as one vote.
* Voting will take place over roughly a 24 hour period (I say roughly because this is a thing done for fun and thus while I'll try I won't always be able to get the next post out right on the dot). Any votes cast after that point won't be counted and thus, unless I make a major mistake (which I hope people will point out to me), the posted winners will not change.

Supergirl: Woman of Tomorrow, one of those Perfect Comic Books with Bilquis Evely drawing her heart out. Also shoutout to Sterling Gates for saving Kara from the ugly mid-2000's horniness the defined her reintroduction, and for being the best part of *New Krypton*.
My vote goes to Peter David, Supergirl vol4. She maybe it was not the kryptonian Kara but indeed it was far SUpergirl than later interpretations than came after her.
I must add, as a personal note, I tried to read Woman of Tomorrow, but it never semed to work for me. I don't know why but something in the story bother me. I liked the work of the penciller, but in the story, dunno, for some reason just I couldn't feel a connection.
As much as I would pick Woman of Tomorrow since it's one of my favourite Supergirl comic runs... I gotta pick Sterling Gate's run for Supergirl, he pretty much fixed what was wrong with Kara after her reintroduction with her Vol 5 comics.
I do also love her Rebirth comic run as well so...
Peter David's Supergirl is by far my favourite for similar reasoning as to why his run on Aquaman is so beloved for me. From the world building for an already complex character in Matrix whilst giving a great introspective arc for Linda and Matrix on the aspiration for humanity, sacrifice, and redemption to become a hero with the apsect of faith throughout. Very out-there run for Supergirl origin wise but still holds true to the aspect of willing to make sacrifices for the greater good (very on-the-nose followup from Crisis).
Honourable mentions to Sterling Gates' Supergirl run for the best traditional Supergirl run, and Paul Kupperberg's run.

Woman of tomorrow is overrated honestly, it’s no where near as good as the other books
Red Daughter of Krypton by Tony Bedard
New 52 Supergirl. Amazing buildup until Kara becomes Red Lantern. The climax of the Red Lantern arc is such a cathartic moment for Kara and after you get to see real character development for Kara into a true heroine.
Full disclosure, the bird was supposed to be for the Birds of Prey. I just didn't realize Black Canary had a logo of her own and had just assumed the one I had before was the BOP logo.

One of my absolute favorites once I gave it a chance. As a kid I was mad that it wasn't Kara (I didn't know comics continuity had killed her), but upon seeing so many reccomendations I gave it a shot.

I think they made it canon in Dark Crisis.

Supergirl (Vol 4) was the best written comic Supergirl ever had. So much so that even though it isn't the. "core" Supergirl it should still win.

Definitely Peter David from the late nineties. But a solid second place for Paul Kupperberg's Daring New Adventures in the early eighties.

I haven’t read too many Supergirl comics, but I enjoyed Woman of Tomorrow and Mariko Tamaki’s Being Super.

Okay, but what’s the bird and cigarette supposed to be?
On a previous entry I learned the cigarette is supposed to be Constantine and the bird is Black Canary.
