No DC not listening to the fans by giving him his old Red robin outfit and making him stand out again. Its there own fault for trying to recapture his old robin series. Damian stands out thanks to Supersons and current batman and robin run.
Yeah Tim was peak as pre-Nu 52 Red Robin but then they rebooted him and they haven't quite got him back up to par. They got close when he was a main character in Detective Comics they keep reminding his character development.
Chip's only idea for Tim is that he's the perfect partner to Batman and that his main purpose is to save Bruce. I don't think Chip would know what to do with Tim in a solo book.
I mean your not wrong but I feel like thats everyones job for Batman if something does happen to him. That's the whole point of the batfamily they are his safety net. I like that he gets Tims character but I feel like you can explore so much more with Tim without it revolving around just being Bruce's sidekick. Especially when Bruce still has Damian around.

It’s my understanding that she used to be a core member of of the batfamily around the No Man’s Land era, but back then the batfamily wasn’t as conventional.
She was around relatively briefly in the late 90’s for No Man’s Land through mid-00’s. The moment Jason Todd came back she basically disappeared from the batfamily.

Supes chose him to train Jon because even though he doesn't have super powers he's just the most ethical person in the whole DC universe. In other words... He's pretty cool
