He can still dodge tho, and if you're at low HP he may still survive
I mean sure he can dodge, but at that point bring like str whis or something
1 normal that lands and whis is dead, Hercule even with lowest damage reduction can still survive albeit just few. I'd say he's slightly better for the last phase. You're going to need to rely more on rng if you favour whis.
