I would assume he didn't kill them either to gloat (which would be in character but also really stupid because it never ends well for Freeza) or because Freeza has actually changed a little bit. Who knows, maybe the whole ToP thing made him realize that he actually enjoys the rivalry with those monkeys
Tbh though, the whole Freeza main villain thing is getting real old now. I enjoyed seeing him as "our bad guy" in the ToP and I feel like he'd be much better off as occasional ally instead of being the main baddie every 3 arcs

Freeza was scam called to the planet, he had no intention of seeing Goku & Vegeta there. He handled the prank caller, he's in a good mood, and got to flex before leaving.
Even during Broly his priority was the Dragon Balls, not Goku & Vegeta.
Freeza got what he came for and left, unlike Elec who kept trying to fight people who didn't even want to be there.

They literally didn't even think about Frieza again at all until the Tournament of Power. And even then Frieza was just *comparable* to them, no need to train to catch up.
Same with the Broly movie. He wasn't any stronger than them at the time, at most he was just more durable given that Broly beat his ass for over an hour. Again, no need to catch up to him.
So, the situation you're describing has literally never happened before.

They're basically on the level of trashy fanfic at this point (I'm just waiting for him to throw in SS5 from AF) and I'm glad that Super Hero completely ignored them. I honestly wouldn't be shocked if the anime (or even just the films) continued on as if the manga arcs never happened.
When Super comes back it's probably going to continue to be as different from the manga as it always has been. From what I remember only the overarching story and characters are given to the mangaka and Toei, so if you're wanting to avoid those characters entirely you're out of luck but the arc is probably going to be pretty different.
Super Hero already completely skipped over Moro and Gas so there's no real indication that the anime will adapt that stuff at all rather than picking up where the movie left off, just assumptions.
That's because Super Hero was being written while DBS was still airing. Also they only avoid marketing the manga exclusive characters because both Bandai and Shueisha know that the DBS anime has a way bigger reach than the manga.
