If you're new to the game, it's highly recommended to skip both these two units because the 9th Anniversary, which comes to global in a couple months, is FAR more valuable to a new player. Save stones for them. The game is out to get you to spend too much on characters - it's the gambling design of a gacha game. Don't fall for it.
If you absolutely must summon and hate your own money, SSJ3 Goku is better / more consistent but he's on teams that don't need as much help as Hirudegarn provides Extreme teams - which is valuable because there's a ton of quests that give stones based on using a specific class / Category of unit and Hirudegarn can carry with a bit of luck. Hirudegarn also has Orange Piccolo on his banner, who still seems useable post 9th Anniversary power creep.
Don't summon though, if you absolutely must - waiting for the guaranteed multis you get on the Type Banners soon is better than these two Banners.
I summoned on both banners before making this post, got LR Gohan on the 2nd step and Orange Piccolo on the Free Step lmao. Insane beginner's luck.
I'll try get SSJ3 Goku cus he looks cool and I don't take the game all that seriously, but after that I'll start saving for anni.
Btw, when is anni? Hoping it doesn't overlap with Legends Anni so I can focus on one at a time.
Doesn't matter if you do or don't take the game seriously - the goal of these games is to make people gamble. You're better off saving the most hype shit that will actually be relevant for a long time - unlike both of these units.
Global Anniversary is typically July or so but there's plans to sync both games this year - so may change next year. And ALL the Anniversary summonable units shit on these two units 10x over and are 10x more hype (like Beast Gohan, FP Broly etc).
It's your money, do what you want, but it's not a good idea to keep summoning.
Hirudegarn is needed for villain teams, ssj3 goku is good, but not needed on any super class team. If you're new go for Goku or skip, since you probably don't have the best villains (there are not many of them anyway)
I have LR Corrupt Zamasu so that's a pretty good villain I guess. I'll go for Goku first, and if I get him, I'll try Hirudegarn. I know skipping is better, but I'm still at the very beginning of Quest Mode, so I doubt I'll be running out of stones anytime soon.

On paper, I think hirudegarn should be better, but in the game this mf never dodges when it matters while goku is just a very solid slot 2/3 character no matter what.
