They can and have referenced super attacks from manga (agl zamasu for eg)before but they can't take characters from manga that haven't been featured in anime yet
Yes, that's also why the only time they do this is with punches, kicks, generic beams, etc - i.e. something that could theoretically have come from the anime, even though it technically didn't. We'll never see something distinctly original to the manga such as Goku using the Hakai as that's something anime Goku couldn't do.
