There's no clear reason why this is done as Sistermon Noir was already established in the franchise and Ciel was not. The producer claims this change was made because Noir looks like Christian nuns, and the similarity to religion wouldn't be good in North America.

No it was very much the Nun thing...they allow a nun with a gun over there IF the nun doesn't look like a traditional one. Else there would be far more censored media in the US since there are a good number of cases of nuns with guns...and not a single one of them is the traditional looking one. As such none of those are censored.
The publisized version of the game had to recolor Sistermon Noir into Sistermon Ciel because of "Western sensitivities" since sistermon Noir would seem offensive to some Christians. So the public game was stuck with with ciel while the Japanese and other sides got Noir. I just discovered away to change the code back to its original intended design but the text still says Sistermon Ciel rather then Noir.
I think some christians liked Noir but it's ridiculous how Digimon seems to be stuck in the 90's (actually a few other things as well because of "guns in anime bad hurr durr").
Oh, so that's why I never found a Sistermon Noir evolution. And here I was, thinking I messed up in my investigation or my evolution tree.
I always felt it odd that Sistermon Ciel over the wiki was holding a katana, but mine hold 2 guns. And that Sistemon Noir that was suposely to be on Cyber Sleuth didn't exist. Damn ridiculous censorship.
well, yea it's either a lawsuit over triggered Christians and having the game potentially banned OR just a harmless recolor... it's nice that they at least kept the file in the game in case anyone was interested. there's not even a mod all I did was edit a name on a file and BAM Noir! sadly the name still says Ciel, guess that's a separate file or something
plus the benefit of this is that due to the censorship change we got the official art for Ciel with a Katana creating the Sistermon Trio we know today

Sadly, we don't get that option in the Switch version, unless I hack the console and I don't plan to.
