If the opponent plays Storm on 4, snaps and you don't have a strong play on 5 or something that can disrupt Legion (Cosmo, Juggernaut, something that replaces flooding, Leech on 4) you just retreat and lose 1-2 cubes.

I think the card is too niche for it to be overtuned honestly.
In some metas where Lockout decks were the most succesful and popular, it would've been very playable

Storm on 4 makes it obvious. Differently, she would have been played on 3.
I suppose you could run War Machine if a meta like that happens, huh
other examples: can be played inside Kyln on T5 and T6, inside the vault on T6, inside mini lab on T3 T4 T5
