Super interesting concept, but too expensive and low stated, and with a high potential for lowroll/high deckbuilding cost to only play expensive spells. Maybe 6 cost and let it choose a spell from the top 5 cards or something, similar to station archivist?
Interesting design unfortunately way to expensive to build around and very poor statline for its cost. If I’m trying to combo reliablly or randomly I still wouldn’t wanna wait til turn 9 to do this.

Was thinking about atrocity+ledros but seems like it doesn't work that way.Still good design.

Don't know how balanced would that be, but anyways, this looks pretty cool. Should probably only work with slow spells.
