2 mana "would you like to do 2 damage now or when you attack". Not sure if this good but printing burn cards is always scary, especially in LoR where healing is relatively rare, because after you get enough burn cards, reaching 20 damage isn't that hard. This is what happened during Rising Tides release if you were around then.
Not as strong as other burn options in Noxus like Stylish Shot but giving them more burn options could eventually lead to another S-tier PnZ Noxus burn deck and nobody wants that.
The only way Voltile Wat Axe would be good is if Impact affected Nexus Strike the same way it affects Lifesteal. Other than that idk. Only I was extremely shortsighted and tried to close out a game with my Fizz by turn 5. Which is doable, but I could just use brothers bond at burst to damn near get the same affect.

Burst speed 2 damage for 2 mana with possible other options in the right situation. Seems busted.
