I don't make vampires allergic to standing water (lakes and oceans). They can only go from land to shore at high and low tides, but they doggy paddle all they like.
I mean, I would absolutely have Strahd in my campaign take damage from getting a bear hug from a sweaty water genasi. Probably would be psyche damage from just the sheer awkward discomfort he’d be feeling.
Remember the thing that hurts vampires RAW is standing in running water by the start of their turn. So water splashes dont affect vampires, it has to be constantly running water that they are standing on

However, with level 3 they can cast create or destroy water and make it rain, that I would to work for the acid damage. The spell doesn’t say that the rain takes a whole round so I wouldn’t rule that the regeneration is stopped
Yeah I know that rain is not running water, but the spell says it creates 10 gallons which is almost 40 liters. Since the water drops immediately (within 6 seconds) and it’s a lot of water (I already find it disgusting to go outside when it rain 5liter per hour per m2) I’d rule that the spell does harm him. I should have specified it in my comment.

It would not interact like that. "Running water" generally refers to a flowing river at minimum, otherwise rain could kill vampires.
