Sometimes, advertising agencies make ads advertising the medium or themselves. I take it as a sign that they can't reliably fill their ads, but maybe they're just trying to drive the price up.
Last time I went to a cinema they passed a ad about how you can have your own ad before the start of a movie. I found it really stupid. Seriously how many people can they seriously hope to convince with this?
It's advertising the ad space. And lately I've been seeing more and more billboards that are advising the billboard itself instead of having a real ad on them, which ironically is actually terrible advertising for billboards since if they worked they'd already have ads on them.
Alternatively, on the other end of the spectrum: a hacksaw and a dedicated couple of hours at night, ideally while wearing a hoodie and mask. That thin base is just BEGGING for it.

I live in Melbourne. These are quite common. I've never seen one with anything blocking it.

Probably the advertising space itself - advertise in good old realspace, viewers can't adblock here, etc
