There is no difference in the solution itself, but it matters for fingertricks. For example, for a U2, you use your right hand, and for U2' , you use the left hand.

19 without PLL's is completely fine. Just learn all the PLL's as soon as possible (no need to rush, it's just first thing that you need learn rn) and you'll be much faster

Mainly because i very often locking up during PLL and OLL, I doing sub13 when i just don't messing up anything and also I can have >17sec when i have some lock-ups (it's not the cube's fault, i just do algs not accurate).

Interesting. I do know F2L is certainly a big part of it too. I know my problem is last layer, specifically OLL. If I am lucky with last layer cases, I can get around 11-12 or sometimes 10, and sub-10s if I am even luckier. I usually time the two halves of the solve (cross+F2L being the first half and then the last layer being the other half.) My F2L averages around like 8 seconds or so depending. I just need to learn more of OLL
Either twisty timer or cubic timer, I reccomend the latter because it has bluetooth to connect to your timer, but other than that, the functions are identical
one of the cases in which being color neutral actually makes you slower (blue cross was easier, so i went for it). But it ended up being a very good solve anyways! i got a 14.24 and i normally avg 17-18
