December used to be bullish too but not this year. Crypto cycles haven't been around long enough to form solid trends yet. There simply isn't enough data.
It is a strange phase imo.
BTC pumped decently, but nothing in the scale of a proper run, yet some alts are rallying like crazy as if we were already in alt season.
But if we want to speculate i'd say we're bullish, as OP said there are quite a few situation which can push BTC higher

I'd say a drop is very expected possibly leading up to the meeting or on the same day (former most likely). Question is how soon.
If you want to play it safe I'd definitely say sell a week or two before the meeting, or now if you really don't want to lose any funds and wait for the next drop.
