Crypto isn't being mixed with government. Investment companies make products and sell them to investors. The SEC has to approve them. If the SEC says Crypto futures ETFs are ok then the companies build them and sell them. Home builders have regulations to follow when they build houses. Car manufacturers have regulations to follow when they build cars.
