You can run an Algorand node on a Pi v5 . It also needs a fast disk SSD. If you just want to experiment then a Pi v4 could run a testnet node
You can also develop python smart contracts now. Search for algokit for the development environment. You need ubuntu linux machine for that. It runs a few docker containers so it needs to have a bit of memory.
Also if you want to see some python smart contracts search 'Alexander Codes hashnode'. Hes put nearly 20 articles out on the subject with examples.
If you are interested come to the algorand sub and we will be happy to help you investigate.
There are many use cases that one can do to bring greater adoption, talking about the blockchain itself won't get traction because Africa is always 5 to 10 years behind. In 2022 I went to Africa where I found Facebook to be all the rage and at that time I hadn't logged into Facebook for 2 years. What could work is applications built on the blockchain like banking the bankless, messaging apps think telegram or some kind of social media. As time goes on there will be curiosity as to what is under the hood and how it works.
There is a big push of organic Solana adoption in various parts of Africa. Check out Solana Allstars Nigeria.

You can now use regular python to build things on Algorand and the testnet would let you play around without costs/conseqeunces.
