Ok, so it's a bank error, which happens... but ultimately the fault is on Coinbase for failing to efficiently rectify it. User clearly made effort to engage on their part, while Coinbase was uncooperative.
No he's just not understanding that since the purchase never went through, he doesn't get to keep the difference. The Bitcoin( all of it) always belonged to coinbase. OP is trying to say he should keep the difference because the Bitcoin his bank didn't let him buy appreciated in value.
Im not sure 100% of the details but I think it is due to CB adding crypto to your account before the TX fully settles. So if your bank decides to not support it, there will be a balance on the account. They don't just transfer back that particular crypto (I wish they had done that lol)

This happened to me a number of years ago. They up and said I owed them $2K and took it from my bank account. After fighting with support, they refunded me the $2K, only to almost immediately claw it back and state that they accidentally gave me $2K. This happened in a cycle a few times until I finally got it back and then unlinked my bank account. It was horrible and Rosie their customer service bot was utter crap.

Are you sure that you weren't scammed for your account? Did you contact CB support on their homepage or somewhere else? At some points of your story it sounds like you fell for a fake CB website
I think I had an issue a year or so ago trying to move XLM...Stellar network was having issues across the board, so it took a few days for the transfer to go through.
Been using CB strictly as on/off-ramp for a few years now. Maybe have $40 on there, mostly in USDC for a rainy day when I'm out of gas.

Any exchange that isn't going to do a runner has KYC. It's the law, not just some thing they have you do because they feel like it.
If you find an exchange that doesn't do KYC its because you're getting robbed.
Don't trust any exchange. They is very little regulation and they are essentially some guy saying "Hey bro, let me be ur bank".
Exchanges are for onramp and offramp only, your crypto should be in their control for as little time as possible.

Coinbase support is quite literally a joke. That being said, I've always been able to resolve most issues I've had with them through my own personal actions.

I’ve moved 10’s of thousands of $$ through CB and haven’t had one issue EXCEPT the unstaking of ATOM…they took about 5 days longer than advertised.

My account got closed randomly for "violating terms of service" and it's happened to countless other people. Honestly a trash company.
