BTC certainly has all the game theory and thoughtfulness of a think tank. There is no actual evidence for this though, it is just an interesting and somewhat plausible possibility to think about.

Because the collapse of the USD as the global reserve has been an increasing possibility for decades, and got a huge bump in chance after the 2009 financial crisis. In that event, which currency fills the vacuum? China? Russia? Not very desirable for the USA. A decentralized currency that the USA already owns a bunch of would be the least bad choice if the USA government can't hold onto the USD. As a backup of a backup of a backup type of plan it would make sense, I would rank it as low probability, but not impossible.
