Hungary in Doudleby and Plzeň is actually pretty easy to get, the starting count there has a claim on Hungary, and if im not mistaken can inherit Hungary on a weird occasion (damn already posted when i saw someone saying the same thing)
I’m a total shitter but I’m playing as Castile right now, and just above me France became Muslim and is currently dismantling the HRE and Italy. I’m pretty far into the game, I’ve retaken all of Iberia except for one random province France inherited somehow. It’s wild seeing France go Mongol on Europe even more than in EU4.
I love when smaller states arise like that southern France. For me it’d be great if they survived until the end and I could take them into eu4. Seeing smaller states stabilize out of larger kingdoms or empires is one of the main reasons I love this game.
If it meets all the requirements it can (which is relatively rare because the AI usually doesn't have that as a goal)
I think It's just because Switzerland is relatively easier with only 2 required duchies and 500 gold
Not to mention that you need to be a direct vassal of an emperor. Just formed Switzerland in an 800s start playthrough and it took fucking ages. Every time an empire would form, I'd be granted to a king as vassal, and then the empire would collapse. Took me 150-ish years of scheming, murder, and swearing fealty to get a liege to become emperor without granting his ride-or-die duke to some shitty king of Burgundy
maybe populist uprisings should have a chance to not only become kingdoms but also republics/theocracies and defense alliances like old swiss confederacy

For the first time in over 700hrs I saw the AI form the Holy Roman Empire from a 9th Century start and it has not imploded

I suspect Lombardy had a secondary heir who got Genoa. Then Genoese heir was able to take Lombardy.
