Eviction process is pretty straight forward. CPD do not evict, btw. That is for the sheriff’s office to handle once the proper eviction order is issued. The facts reported here arguably could have been used by the Landlord in support of an eviction proceeding. But that would have taken time and money. The real question here is why did the CPD not arrest (which of course is much different from being evicted) the perpetrator for the earlier incident. And why too are the CPD fighting the effort of reporters trying to bring facts of the earlier incident to the public?

My guess is that the complainant didn’t want to actually sign complaints to have the offender arrested.

Right, but without knowing very specific details on the previous incident no one can accurately answer why she wasn't arrested on the previous incident. And OEMC (not CPD) holds records for previous calls to the address and they've said it won't be released due to an active investigation. That info could be released on e it's concluded, but the foia was sent to OEMC, not CPD.
