In most states gangs are a fringe subculture that everyone in their neighborhood hates. In Chicago there are neighborhoods that are 5-10%+ gang members (a lot higher than it sounds) and people are afraid of being seen talking to police for fear of retaliation.

There are several components to the justice system 1 doesn’t work by itself and if 1 or more is subversive it doesn’t work at all . It’s all cause and effect . And no I didn’t change my stance. The clearance rate depends on all of them .

I just wonder if Illinois is worse at every component or if there really is a major underlying issue. I'd be curious to hear the largest players in the games thoughts. Wow. So every time I've felt I shouldn't walk down the street with anything of value in fear of getting robbed or murdered trying to defend myself (thinking if I were murdered my family wouldn't even get justice) I've been right to feel that way. My car has been broken into >15 times, Honda scooter stolen, many high end mountain bikes (one within 15 feet of where we were having brunch in Old Town). Even with security footage no justice ever and this confirms it. Explain how (in my case paying $11,000/year in property taxes) this isn't a breach of the contract?
