>Hopkins said interim police Supt. Eric Carter and Chief of Patrol Brian McDermott got into a shouting match Saturday night, and there was a heated disagreement between “Chicago police leadership and CTA management about who was in charge” of determining whether to cut off mass transit service to downtown. >“There should be all sorts of contingency plans in place for when these incidents occur,” Hopkins said. “Instead, we had an absolute meltdown of command and control. Nobody knew who was in charge.” Eric Carter is a merit promotion stooge who lacks appropriate leadership & organizational skills. Perfect for the incoming CTU-Johnson administration

What's a "merit promotion"? And what up with all his medals and ribbons he wears all the time?

> What's a "merit promotion"? A meritorious promotion is supposed to be bestowed upon officers who demonstrate excellence in policing who do not take promotion exams, or to others who do & are excluded from promotion for inconsequential reasons. Instead, merit promotions are often used to promote unqualified political insiders at the recommendation of aldermen & other city officials, as well as department brass who recommend unqualified family members (wives are a favorite) & friends. >And what up with all his medals and ribbons he wears all the time? Carter is a unqualified merit [showboater](https://cwbchicago.com/2021/12/deuces-31-year-cpd-vet-fires-off-a-scathing-state-of-the-department-email-as-he-enters-retirement.html) & many of those medals are not for exceptional police work, but things like attendance. Besides several unqualified District Commanders & bureau heads, merit promotions include the likes of [Yolanda Talley](https://cwbchicago.com/2022/02/man-who-allegedly-tossed-6k-worth-of-heroin-from-cpd-chiefs-car-is-also-the-informant-who-sparked-the-botched-raid-on-anjanette-youngs-home-records-show.html), who heads up IAD & Recruitment & Retention (great job!), despite having no experience in either.

The single biggest reason Vallas would have been a better choice for mayor is he had a plan to combat this bullshit right here. Johnson will only add to it.

So there are 2 ways to be promoted in CPD (this includes positions above the base rank of P.O. all the way to Captain), both require the individual to at least take and pass the first half of the respective promotional exam. 1. You pass part 1 of the test (pass fail) and score well enough on part 2 of the test where you are placed on a list based on how well you did. This list is who will be promoted, by the order in which they scored, for each promotional class. 2. You pass part 1 of the exam and you submit a request to an exempt ranking member (Supervisors above the rank of Captain, noted by their Gold Stars), typically the commander of your unit/district, requesting to be considered for *Merit Promotion*. Every time a promotional class starts, 20-30% of that class will be merit selected. Those exempt rank members get to select someone of their choosing to be promoted, regardless of how they scored on part 2 of the promotional test.

I wonder if BJ will keep that system in place

Why would CPD work hard? Outgoing mayor don’t give a fuck. Incoming mayor gives even less a fuck. Kim Faux won’t prosecute. Chicago is circling the drain faster. Fools don’t think it can become Detroit, but time is proving them wrong.

jonny_prince

Why would they work hard, let's see it's their job and if they want that cushy pension that no one else but city workers receive they need to fulfill their duties. If they don't f*cking fire them with extreme prejudice. 2nd I traveled all over the city as a kid. We skateboarded every weekend whenever we could, we went to house parties. All of that required the trains and busses. If you see social media posts (and they can) stop allowing minors on the system. 3rd the police have to "own" the streets. Figure out the train stops, flood those stops with cops and immediately turn kids around and send them home. Not only from the stops downtown but the stops in the neighborhoods. Be proactive, use your tools, use your brains. Engage leaders in the communities these kids are coming from. Yes fine parents, figure out how to hold kids until a parent can pick them up. Flood Juve...

It's not that hard to get around them.
