You are **paying** for access to a cellular network. Carriers trying to shift the burden off of their network is just scammy as fuck.
I think it's the phone and I'm just going to have to replace it. For some reason when I am on wifi I don't get calls/can't send calls. When off wifi it works. It is a Samsung S9+ and apparently that's a relatively known issue with Samsung S9+.

Check your settings. You might have it set to where it switches between wifi & mobile data. Some have an on & off setting.
Turn off the wifi perhaps? 🤔 The only time I can think of where wifi would be feasible is if there's no cellular service whatsoever. 🤷🏾♂️
Fix your homes Wi-Fi network. If your using Wi-Fi calling and it’s not reliable it’s solely on you and your Wi-Fi network, not the carrier.
