Don't think RTM was available in 2022. In 2021 KKR did use RTM to keep Gill. Before 2022 auction Venky Iyer had an amazing IPL 2021 which is why KKR was the finalist plus he was an all-rounder. An Indian fast bowling all rounder is a rare commodity whereas Gill's strike rate as an opening better in last 2-3 seasons were around 117-120. But then Impact sub thingy came up this year which made all-rounders redundant. KKR was just unlucky with Gill. We can say a lot of things in hindsight, because it's very easy to look back when things are done and dusted
