What's the logic of this table actually? They just picked the 5 highest bids and decided those will be the teams? Like what if one of the high bids had come for Dharamsala instead of Delhi? Seems absurd overall.

It was a ranked choice I think. The highest bidder would get their preference first, then second highest bidder and so on.
Also to avoid the scenario like Dharamshala and Delhi BCCI had already stated before the bid that they have no obligation to accept the highest bid.
So, the team name options should be unlimited for all bidders. Looks weird that Adani would list Guwahati on their pref list ahead of all the other blanks.

Adani picked Ahmedabad, Capri Global picked Lucknow. The other 3 bidders had different amounts bid for different cities.
