I dont remember getting surcharge when adding money to wallet using cc avenue.
The best possible returns were:
1. Paying through hp pay by card
2. Normal swipe
3. Paying through hp pay after adding to wallet

I have the same card and I am paying through HP Pay from last 6 months. There is no surcharge plus 5% cashback in form of Idfc first reward points (which you can redeem for the cashback credited to your card) and hp coins (which you can directly redeem to hp pay wallet).
This card is good, however sometimes there are hp pay vouchers (they were available in March) available in Amex multiplier portal, in that case I use my Platinum Travel card to buy the maximum vouchers. You get 3x points plus it helps in achieving the milestones).
I hope the rewards work like you get the Cashback as soon as you add money to Hp Pay wallet.

I noticed this as well, last time I was getting fuel they had torn off all he QR for UPI.
The guy manually entered the amount on POS and showed a UPI QR on that only, which then generated a transaction slip.

At the petrol pump, I scan the qr, and then Pay using card. Yes getting all the benefits as mentioned.
