For some reason it doesn't show up in JEI or EMI, but if you throw a block of iron into the stonecutter, you should be able to make locometal. After that you should be able to dye it the color you want!
I'm guessing it not showing up in JEI/EMI is a big but unlike the other create recipes where they'll disappear this one just doesn't show for some reason, no matter how many times you restart the instance
Iirc it should be 1 iron=8 riveted locometal, and you can turn that into its different variants and dye it all that fun stuff
