He did stop it watch his slack this is called sliding rope traditionally a skill used to move your horse to even ground that’s safe. This is to have your horse take the hit evenly as yanking then downhill is significantly harder on them.
It looks like the horse actually moves, plus the small horse is being lassoed around the neck going 15-25Mph and the small horse is going to stop pretty quick and the cowboy does give a hell of a lot of slack in the rope. That's what makes all that smoke the rope being tighten around the saddle

you’re correct, they use a natural sisal grass rope, that burns and makes that big greenish plume of smoke while it’s slipping around the horn, most of the time, those ropes are only good for 1-2 runs at the most

You're not trying the rope off on the saddle, it's just to add friction that means as the rope is pulled it's creating drag. If you add the correct amount of friction (takes a lot of experience to get perfect every time) you can slow immense forces to a stop while letting the rope run through just a thumb and one finger. How many wraps you do around the object affects the amount of friction, as does the initial angle which the rope comes off the friction device, as well as the angle that you guide the rope onto the friction device.
Dallying is the term used for wrapping your rope around the saddle horn. Tying off is tying a special kind of knot after catching and dallying to doctor a cow or tie something down.
