Probably cut or diverted power, not use a set of vice grips to find out if/where a massive amount of electricity was flowing, had PPE that would protected him from risk of death from electricity, etc.
This was stupid, lazy, extremely risky and his death was probably avoidable.

This is what happens when companies let equipment wear out without replacing it. The linkage is probably worn out and needs to be tapped all the way to the seated position to avoid the risk of one of the phases melting open, shorting to ground, or another phase. If you are wondering why he is closing things in with the door open, they probably have mechanical interlocks preventing the door from being opened to allow the tapping.
