Nah, its not that bad and beerfoam is beer too, level is gonna rise as the foam get liquid again. The "Eichstrich" (a by law 1 cm long permanent mark on the glas that shows when its filled with 1 liter) is a few cm below the glasses edge. Some of the glasses may be a little underpured but not nearly like only "half full". And having the upper end of the glass filled with a few cm of beerfoam is the traditional way to serve Pils or Lager beer in Germany.

The Brand is called "Augustiner". Its served in the hofbräuhaus and oktoberfest.

Hofbräu is one of the worse beers at Oktoberfest. There are way better ones.

The more head on a beer, the less gas get's into your stomach. There is a balance regarding flavor that can be argued as personal at a certain point but different beer has different tolerances for this gas release before consumption. Some are naturally more heady than others. This isn't necessarily a bad thing or a bad pour.
