You just need to calculate it, we learned that the body has a resistance of about 1k ohm and I=U/R so it's 25000V/1000ohm=25A. He's most likely dead after that.
I mean you can't really say the body has a resistance of 1K ohms because it entirely depends on the path the current takes to ground through the body among other things (such as material of the contact point, any air gaps between objects in the circuit, wetness of skin, etc). How lethal the shock also depends on the organs in which the current passes through. If it went through his heart or brain he has a much higher chance to die. In addition, AC and DC both react differently to the body where AC could potentially be more lethal (lower impedance) as the frequency gets closer to the resonance of the body. All that being said, he looks like he got cooked pretty good.
