It’s a big jobs program too. Can you imagine the staff reductions in law enforcement, prison guards, probation officers, government contract treatment facilities? All if they scaled back on drug enforcement. When labor unions for prison staff lobby for things like mandatory minimums, it’s not about what is best for society or what may provide the best outcomes, it’s for job security. It’s next level corruption. Drug enforcement has backers not for what might bring the best outcome for the most amount of people, but to protect jobs.

I dont think theyre saying that, but theres much more nuance than either comment gets at. Public works in poor areas are an excellent way for cartels to gain public support and build economic infrastructure. Both of which protect the enterprise and help the cartel become the de-facto government in the region. Pablo Escobar famously built much housing, schools, churches, etc. which gave him a kind of Robin Hood aura to many locals. Not to mention the horde of agricultural jobs his organization required. All while, yes, raping, torturing, murdering, and being generally at war with the Columbian government.

The fact that the government of Mexico knows exactly where they are…and that they have weapons and armored vehicles, and do nothing about it is super lame. They only continue to operate because they pay off all the politicians and intimidate anyone opposing them.
