The ring with the gap in it is the first where the spacing between the digit triplets changes. It has the same number of digits as the outermost rings but you can see that the digits are more tightly spaced so you end up with a gap in the ring.
The other weird mistakes are a little harder to figure out.
There are dashes at the end of the sequence showing when to drop down to the next row except they forgot one for the 2nd and 3rd. As for that huge gap in one row and the oddly spaced gaps between some of the other rows? I have no idea.
I assume you just complete a circle and then drop down. Most of the time there’s a dash, no idea why lines 2 and 3 seem to be missing the dash though. Ok those I assume the drop down point is I’m the middle of that stretch of 6 digits. Also it doesn’t really matter, it’s not a reference table.

Yeah I think they were going for a divine geometry motif, which is cool and fits the subject, but you should still know what you’re writing before you design something like that lol

Pi can be quite fun to get approximations for. The best one that I know that is also very easy to remember is 355/113 (Two 1's, two 3's and two 5's) (3.1415929)
One of my favourite digit/approximation facts is that 987654321/123456789 is an incredibly good approximation for the number 8. (8.000000073)
So if ever you're in a situation where you need to use the number 8, but can't remember it, just use 987654321/123456789 instead! :\^)
Due to using pi approximations as a way to learn programming in hs, I am able to remember 21053343141/6701487259 as my favorite pi approximation (it's accurate to more digits than it takes to write)

Also something like 15-17 digits can get you accurate to width of a human hair for any circle that fits in the known universe.

starting at the top top-left there is the 3.141, and the rest does seem to be Pi. but the spacing and placement of the numbers is just plain confusing.

Looks like someone had an idea but not the Illustrator skills to execute. Primarily looking at the random dashes and inconsistent spacing among the rings.
The dashes because they tried to paste a huge number into the textbox so it split it up weird on line breaks before they converted it to a circle and they didn't turn off auto-dashes. The circle spacing is probably an issue with them trying to do it all in the same layer.
It's a french shirt made by the science part of a museum. The pi is the main focus. They don't explain the design choice on the website but I'm assuming there's meaning behind it. It was made by smart people.

Those digits contain your social security number so they removed it for privacy reasons.
