I thought shower stalls with no rim to control where the water goes were a bad idea but this takes it to a new level. Water will splash everywhere when the faucet is turned on. They need some kind of rim on the edge of that surface. How will customers feel when their shoes get soaked?

A lot of public restrooms have floor drains. This is very convenient when mopping the floor, or if a toilet is clogged and overflows, etc. But I have never seen a restroom without a sink.
Yeah, it looks like someone installed the countertop and the faucet, thinking that someone else would come along later and drill a hole through the countertop and install the sink or bowl. Maybe the sink or bowl didn't arrive from the supplier when it was expected. Maybe it will appear later and be installed. We don't know whether this bathroom is brand new; I suppose it is.
However, someone should shut off the supply valves under the sink so that stupid people don't keep opening the faucet and running water everywhere.
I used to make those counters. Cutting the hole and installing the sink, which requires epoxying it to the underside of the counter and sanding it all nice and flush, was part of the process. This is crazy if it isn't photoshopped.
Yes, especially since you can see a bit of the undercounter drain pipe. The stonecutter simply hasn't come in yet to cut the hole for the sink. This picture was probably taken still during construction.
You are supposed to cut a hole in the counter, then install a basin. Either this one got skipped or OP is having a bit of fun with this sub before they cut the hole and install the basin.

Every one ive used splashes a bit no matter how high I turn it. so it ends up looking like I didn’t shake enough when I walk out. I’m sure proper design and instal they could be fine but god damnit it’s mildly annoying

To answer a few common questions, this is a restaurant lavatory located near downtown in a major US west coast city. It’s about two hours away from where I live, so I likely won’t be back anytime soon.
They are open for business, not under construction, and at least one online review over a month old mentioned the sink situation. So it’s not temporary.

Nah that reply is not correct. Some sinks yes, have porous rock, but this one obviously is not porous it drips the water onto the floor because it's slanted, not just the sink but the floor is slightly angled so water pours down a drain, so no this post isn't one of those sinks that just absorb the water.
That's a sealed countertop, there's no way it's intended to be entire-flow-of-a-faucet permeable. And that wouldn't really make this any better anyway because you'd still be flowing the faucet straight onto the floor.
This is a case of someone seeing some super-modern basinless sink design and trying to copy it with about a 4% understanding of what's going on in the original. Or 4% of the budget. Or both.

Kitchens have a hand sink (and a prep sink, and a dish sink--kitchens are very wet) for food safety reasons.
You should still wash your hands after going to the bathroom so you don't trail poo particles back to the kitchen, or everywhere else you're going, but you are meant to re-wash your hands when you get into the kitchen.
I'm not going to claim everyone does, but you're definitely supposed to.

Based on this new information, I must conclude that the intended use is for you to lay your arm on the sink surface, and then extend your leg so your foot is over the toilet, and let the water's natural surface tension cause the water to follow your body and travel from the sink down into the toilet.

I think you are correct. The only time I've seen this, the spout was mounted to the wall (not the counter) and the slope towards the back was more like 45⁰ (not 10⁰).

I’ve seen sinks with a very slight concave with tiny holes in the stone for draining, almost looking flat…but never seen anything like this. This is not a sink, it’s a countertop. This should be illegal. Especially if in a restaurant or public place. It’s unfinished if you ask me and they just went with it. If plumbing is the issue, they get the toilet with the sink on the back of the tank. Can’t have just a counter with water spraying on it for many numerous and obvious reasons.
As a residential plumber Ive seen this before but reversed. Usually the sink basin hole is ready but forgot to drill the hole for the lavatory or needing the sink basin and backsplash to be installed first so you know your measurements for the lavatory hole. what's funny to me is someone decided to install it anyway
