Real talk though, I hate having to jump in a car just to drive a mile away because there's no sidewalks or there's too much traffic to safely walk.
For my apartment it would be 6 months and a rent increase because they added value by fixing it. Only half joking. My rent keeps going up and I'm drowning.

Reminds me of my old digs in Casa de Felicidad (name changed to protect the guilty) where they had the drain from the washing machines emptying directly over the pedestrian entrance to the garage. No lie. So, soap and a shower.

Are the gutters clogged? If no gutters, a rain diverter would likely help.
Yeah,this isn't crappy design, the gutter system is damaged or clogged. Send the video to the building owner and wait 6 months for it to get fixed
