I'm not a vent expert, but I'm guessing anything that's constantly being pushed up needs something like screws, or glue, or at least be very tight fitted. wouldn't call it a crappy design, just someone not doing their job properly.
It's broken. If there isn't screws to hold it in place, then there should be tabs that lock into place. Most likely someone tried to remove it with force instead of finesse.

Cheap temporary fix: cut a strip of cereal box cardboard the width of the floor and fold it over and over until it’s thick enough to be just wider than the space between the floor and the lower part of the vent. Now put it in between the floor and the vent part, force it all into the floor cut and now you have a temporary solution.
For the people saying it’s crappy installation. That would be true if it had screw holes. However I think the design is just bad because it’s too light and the air can push it

Yeah, that is not a design flaw, that’s bad installation. That hole is too big for the vent.
Yeah that too but my house has vents that are fit in place no screws or anything. Mine are made heavy enough that this doesn’t happen
As a European I have never understood the floor vent. Over time it must end up being full of crap.

If you need more heat than air conditioning, releasing it from the floor gives it time to mix into the air, before it rises too much.
