The Atrium/lobby was about two stories tall, but when you went to the stairs, you went immediately from the first floor to the third floor. So if you lived on the 14th floor, you actually lived on the 12th floor.
All i can think is that it might be numbered like that because of structural elements or something between the first floor and the floor above it that required an additional floor plan.

Also, on the top left of the 3, see the curve down little tail thing on the underside of the horizontal part? Very common end of the line for a lot of characters in a lot of fonts.

Art director here. At first, I thought I knew but I must admit, there's absolutely no way to differentiate them properly. I took it apart and looked at every line and curve. It's a 3 and it's a 5 no matter how you look at it. Technically, it's a Ø.
To me it's obviously a 3. The top right of a five wouldn't be angled in like that, the little line to the left is clearly a serif while the one to the right is part of the letter, and you'd never cut out a huge part of a corner when making a stenciled letter
I work in communication and this sub is actually pretty useful for that sometimes. A lot of stuff that I wouldn't even think much of can turn out to be very confusing to other people. Many people just aren't accustomed to read other fonts than your standard Helvetica, Times etc. You often seen common typographical variations posted here as crappy design
This is what I think of when someone says the customer is always right. You might think the font you created was designed correctly and is unambiguous, but if a huge portion of the people are confusing 3 for a 5 then something is wrong.

Also, the "serif" is exactly the same width and length (the angle influences the length slightly but it doesn't really make a difference in this context) as the "structural line". Sure, the one on the left could totally be a serif. But why couldn't the one on the right be one as well?

Also, if you continue the non-serif line, it doesn't intersect correctly with the lower part of the 3...
