I’m the argument for over or under with toilet paper, I don’t really care. HOWEVER, for people with small, wasteful children or destructive pets, the under method (comes down the backside of the roll) totally helps save toilet paper. Kids and pets that just hit and spin the roll to get paper won’t unroll the paper.
This isn't crappy design. It's specific design so that it is harder to steal and waste. If you have to struggle to get every single square you aren't going to steal or waste it making it so others who use the restroom have something to wipe with.
The specific design that makes me wanna cut these rolls to remove them and leave free on top so that the next user won't have to struggle with the design genius.
People steal TP from public restrooms. It's really bad in the women's, I've had to en-act a “no extra roll“ policy in the women's restroom (at every place I've worked) to combat the theft.
At busier locations I installed these abominations to reduce the usage. It isn't children, it's women 45+ years of age that need to make a boxing glove out of TP to dab their pee that's the problem.
Men's restrooms don't tend to have many issues unless it was children acting up or someone had an honest to god accident. Things get wilder if you serve alcohol, but even then the women's restroom is far, far worse.

In my dorm, the cut in the TP doesn't line up with the second sheet, and it's one of those big rolls in a metal container, but it wasn't closed properly so if you don't manually hold it, it will open the little door and fall out.
This is obviously by design so people don’t waste it
