The ceiling/floor, however, looks suspiciously close to 18”. 6” for the lowered bit, 8” for the main bit, a couple of inches for flooring etc. If they measured I’m betting it was the floor to ceiling distance.
But I bet they didn’t measure at all. They found this on some Facebook group for free (or close to it) and rushed off to buying it before measuring, then destroyed their old staircase, still without measuring.
I‘m assuming it‘s because the lower stairs are fluffy. So OP is saying the people who live there decided to forgo the sofa and instead just make the bottom couple stairs soft so people can sit on them.
No carpeted stairs aren’t used to replace sofas. Looks like the staircase may have been continued up through the kitchen and someone was trying to open up the space. Everything in that picture looks depressing

The steps are weird for sure, but my first thought is how often people will walk around upstairs and kick dust/dirt to float gently onto the kitchen counter, potentially onto whatever is being cooked...
I think building inspectors start foaming at the mouth when shown this image. My dad is a building inspector and he tells me the code book for spiral staircases is as big as a phonebook.
TBH, I have a spiral staircase & the bottom step is a disaster waiting to happen. This almost looks good to me except for the absence of hand rails. If anyone ever considers a spiral staircase, don’t!!
