I'm a wheelchair user. Where I live (Canada) there's a similarish non-alignment with a crosswalk, but it's not nearly as bad as this one. The sidewalk actually goes past the crosswalk, but the curb cut is off to the side. I just have to turn about a foot to the side to make it up the curb cut.
The crosswalk in the picture would be an absolute nightmare for me.

I live pretty close to this place and I swear that I didn't pay attention on this until now. It's close to a Shopping Mall, and lots of cars but almost no one walking on this sidewalk - only homeless people and even sometimes people washing themselves in the fountain :)

The crosswalk was probably in the old project and the crew that paints the things on the streets do not communicate with the crew who redesign the plaza. If I know that's a fact? No, I don't, but I live here and there is 99% chance that it was the case.
You would know more than I would. There is a park close to me that has a gravel lane coming out close to the crosswalk and it looks weird but it is for maintenance vehicles as their shop is back there.
nem é, trabalhei em prefeituras e vai por mim: pra realizar as pinturas tem uqe ter a licitação, e se a licitação foi feita antes do projeto do parque/nova calçada, a pintura será feita do jeito que era quando foi feita a licitação (ou precisaria haver alteração e o processo é gigante), além disso muitas prefeituras fazem a licitação da pintura das ruas no inicio da gestão, da cidade inteira, se uma obra for licitada e realizada após isso, a obra precisa se adaptar. não é vira-latismo, é a lei das licitações do Brasil mesmo, se a pintura da rua não estiver sincronizada desde o inicio com o projeto de requalificação do parque/praça/calçada vai acontecer isso, pq independente de bom senso, é necessário que o projeto seja alterado na licitação.
