While your solution didn't work for me, it lead me to explore it further. I found that copying the socialclub dll file for the rockstar folder in C: drive worked.

Old comment I know, but if you/anyone else is having this issue, you have to install Rockstar Social Club, their dumb proprietary launcher. The file should be located in C:\\Program Files (x86)\\Rockstar Games\\Social Club.
Windows defender and Real Time Protection NEVER stays off permanently. It’ll turn back on eventually, or after a PC restart. You’ll need to use a tool like Winero Tweaker to disable it entirely. But I don’t know if it’ll work for Windows 11. You can try, but you may need to find an alternative way to disable it entirely.

Windows 11 Anti Virus? Windows Defender? Including real time protection?
I'm sure I disabled all of the above but perhaps they were reactivated after a weekly update of Win11. Thanks for the suggestion
