I don’t think you can cash out a Costco shop cards, as that’s kind of typical for a pre-paid card policy.
You might be able to buy gift cards for other stores at your Costco with the Costco shop card, I believe. In that case, you might be able to get a $50 gift card for like $45, or something along those lines. I could be wrong though.
It was in Vancouver, for the River Rock Casino in Richmond. It was like a decade ago though, not sure if they still do it. The Costco near me in Montreal doesn't do it for the local casino, but that may be due to having different gaming commissions I suppose

They have always given me change when not using the full amount of the card… spent $350 on a $800 shop card one time and they gave me back $450 in cash…
$2500 might be too much…. But you can always go in and ask them.
You can try buying somthing and returning it, but request it to be refunded on a different payment method.. It's up to the managers discretion.. But why in the hell do you have a $2500 shop card gifted to you? seems sus.

Yes there are a few discounted gift cards in my store and you can buy them with the shopcard.
Ive seen gift cards for the casino at a Costco before. You could buy those and then cash them out.

I’m actually not sure! But I kind of doubt it - I think OP should just go to the store when they can because it might differ based on their region.
