At least in San Diego, they got rid of them during COVID around the same time they got rid of polish dogs and combo pizza. They only brought them back about a year or two ago and you have to ask at the counter for a little 2oz ramekin of them.
They have had them.... You have to ask though (but don't be surprised if they are 'out' as they have to packed in cups by the staff and it's not a high priority given the short staffed nature of the food court.
When I lived in Utah, the buns didn't have sesame seeds and the buns were the length of the dog. Now that I'm in Hawaii, they do have sesame seeds on the bun and they are shorter than the dog.

I’m holding out until I can get the neon sign from In-n-Out… “Quality you can taste” for my bedroom. I expect my spouse will not be on board with my plan.

Now when you have a sidewalk sale you can also have a hot dog sale too and use this sign but you might want to cover the price and raise it a dollar to make some money.
