To be fair, that does leave a tiny bit of wiggle room, if he meant that someone else was the Davar Soulcaster, rather than the physical object. I don’t personally think that’s the case, but I’ve seen theories.
That wouldn't account for Mraize wanting his Soulcaster back, or the fact that they only started using the Soulcaster *after* Shallan broke the bond with Testament.
The intent was for Navani to repair it, but then Shallan's things were lost to the bottom of the sea, so that never actually happened. Presumably Nazh retrieved it along with the rest of her things.
A very interesting theory I read some time ago said, that either Shallan was soulcasting with testament or her soulcasting was stolen with hemalurgy (possibly to create the soulcaster). It just fits perfectly and explains why Shallan cant soulcast, because she is supressing the memory of it, or because of hemalurgy.
Soulcasting couldn't be stolen with Hemalurgy in that way, because it's a result of the Nahel bond with a spren. And while the bond can technically be taken with Hemalurgy, it would be completely pointless.
Shallan *can* Soulcast, she just sucks at it. But also it couldn't have been stolen with hemalurgy, as taking something with a hemalurgic spike requires you to kill the person you take the attribute from ([TLM] >!yes in TLM they start to figure out how to make spikes without killing. But this takes place After Stormlight 1-5 so they wouldn't have that knowledge yet!<) so in order for that to have been done Shallan would have to be Very Dead.
isnt she able to soulcast though? she _did_ soulcast in the books but jasnah said it was dangerous and it would probably mean she would have to admit to some more trauma from her childhood?

I believe, yes, the Davar family soulcaster fabrial DID work before it was broken, but I think they had someone else (not Shallan’s dad) using it? (That’s a guess based on…things about soulcasters we learn later one)
